I wrote up these letters. We can email them and also send them certified mail for legal purposes. Here is who we should mail and email them them to where they do anything or not we are documenting and giving everyone notice.
Where to Send It (each has a role)
Here’s the right routing list, based on Texas jurisdiction:
1. Hays County Judge (Precinct-Level or County Judge)
Purpose: County judges oversee nuisance-abatement actions and direct the sheriff’s office to investigate ongoing public-safety complaints.
Send a printed, signed copy to:

2. Hays County Sheriff’s Office
Purpose: Law enforcement record + possible referral to the County Attorney for a Common Nuisance suit (Texas Civil Practice & Remedies Code Ch. 125).

Attach detailed email—it helps them escalate it from “routine noise calls” to a patterned nuisance case.
3. Hays County Attorney’s Office
Purpose: They are the prosecuting authority for civil nuisance actions under Chapter 125.

This is the most important legal recipient—they can sue to abate or close the property if illegal activity or public disturbance is persistent.
4. City of San Marcos Mayor / Council (optional)
Even though you’re outside city limits, they sometimes coordinate pressure with the university and county.

Use media strategically, not emotionally. Stick to facts and safety.

If you prefer “underground press” exposure, The Rag Blog or Texas Observer sometimes covers civic abuse/noise/fraternity issues—but start local.
7. Optional Legal Counsel
If you want private representation for an injunction:
Search for local attorneys who handle nuisance or land-use disputes (keywords: “Hays County property dispute attorney”).
They’ll know how to prepare a Temporary Restraining Order (TRO) and Petition for Permanent Injunction citing the same facts documented.

Email to officials first (for speed and timestamp).
Mail certified copies to the County Attorney, Sheriff, and property owner (for legal record).
