Green Haven Estates is a quiet residential neighborhood with long-time residents, retirees, and families who expect a safe, peaceful environment. When activity at the property located at 206 Booth Drive creates noise, traffic, safety hazards, or suspected violations of county law, it is important that we document every incident consistently and professionally.
This guide explains who to contact, when to contact them, and exactly what to say so that all reports build a clear record for Hays County officials.
WHEN TO REPORT AN ISSUE
Please report incidents immediately when they occur, not the next day.
Call or report anytime you observe:
Noise & Disturbances
Music, amplified sound, DJs, bass, parties
Noise after 10:00 PM
Vehicles with headlights pointed at neighbor homes
Crowds gathering on the property
Traffic / Safety Hazards
Cars blocking driveways or yards
Vehicles parked on private property
Excessive traffic flow or speeding
Unsafe pedestrian or vehicle behavior
Trash, Sanitation & Environmental Concerns
Overflowing dumpster
Furniture, mattresses, or broken items piled outside
Vultures, rodents, or pests attracted to trash
Burning trash, bonfires, smoke, or fire hazards
Tarps, tents, or structures erected for events
Suspicious, Threatening, or Intimidating Behavior
Verbal harassment
Attempts by tenants to confront or approach neighbors
Anyone asking neighbors not to call law enforcement
Anyone threatening retaliation

2. Hays County Environmental Health – Code Enforcement

✔ Do stay factual and calm.
No accusations, no opinions — just what you saw or heard.
✔ Do NOT confront anyone.
Zero contact keeps the neighborhood protected legally.
✔ Do NOT engage in arguments, threats, or warnings.
The fraternity is looking for interactions — don’t give them any.
WHY DOCUMENTATION MATTERS
Hays County must establish a pattern of:
Repeated nuisance
Ongoing disturbances
Environmental hazards
Disregard for county officials and neighbors
When documented properly, this allows the county to:
✔ Issue citations
✔ Issue cease-and-desist orders
✔ Seek a court-ordered nuisance abatement
✔ Potentially shut down fraternity use of the property
The goal is not to remove tenants from living there — the goal is to end fraternity use of the property.
